There are many sites on the web that will be glad to help you use Javascripts and Java applets in your web sites. Most provide libraries of files that can be downloaded/copied and added to your pages (most are free but some are shareware and commercial).
java script instruction and libraries
This site probably has the largest collection of free scripts, along with tutorials, examples of scripting techniques and other resources.
Another large collection of scripts with a focus on using Dynamic HTML (a combination of HTML, CSS and Javascript) to create special effects.
The companion site to the book JavaScript for the World Wide Web (details below). You don't need the book to use the site since the authors have a great collection of scripts each with its own demonstration page.
One of the best sites for learning about all parts of web site development, they also have a small but good collection of scripts and some excellent tutorials. Full Disclosure Note: WebMonkey has an article also called How To Steal JavaScript but I didn't find it until after I had started using the title for a conference presentation. I guess strange minds think alike.
A good site to find Java script tutorials and some free scripts to use in your page.
Part of the Web Developer's section at Netscape, this site combines instruction on how to write JavaScript with a small selection of common scripts. One caution: this site is aimed at developers so most of the material is not for beginners.

Part of the Internet.com system, this site features free Java applets, including many games, programming tutorials, and and other downloads.

JavaScript Bible - 4th Edition

Probably the most comprehensive book (or rather, series of books) on the subject, the Bible is also a great reference source.
JavaScript For The World Wide Web: Visual QuickStart Guide- Fifth Edition
Tom Negrino and Dori Smith, Peachpit Press, 2003
In keeping with the Visual QuickStart Guide tradition, this is a good reference book for those who want the basics fast with lots of step by step examples. The authors maintain a companion web site which is also excellent.
software tools
This "high end" web design program will also create many different Javascript effects for you with just a few clicks of the mouse. Users of the software have also written additional Actions which are available from the Adobe Xtensions section of their web site (some are commercial demos). Dreamweaver, FrontPage and other editors will do the same, although FrontPage sometimes requires support from the server for its actions.
Adobe ImageReady, Macromedia Fireworks
Both of these programs are designed for creating web graphics and they will also build roll overs and other JavaScript effects dealing with images for you. ImageReady is packaged as part of the full version of Photoshop.
Orginially designed for creating text effects for print, the current version also prepares images and text for the web and will create roll over effects.
