James Buchanan, the fifteenth President of the US, is supposed to have noted that "Washington DC is no place for a civilized man to spend the summer." I suppose he could have been speaking of the tourists swarming all over the area but I suspect he was referring to the weather. One of the local weather people calls what we’ve had this week the three H’s – hot, humid and hazy. Hazy, that is, unless the sky opens up and dumps all over us as it’s been doing a lot this season. Fortunately, we only have to put up with this crap for a couple of months. And unfortunately, I’m not civilized enough (or rich enough) to go somewhere else for the summer.
