The Acting City Council

As a side note to the voucher debate in the Senate. The District of Columbia is supposed to have "home rule" under laws passed in the 1970’s. However, Congress is forever jumping in anytime the DC government (or the Airports Authority or the Metro board or …) does something they don’t like. Edward Kennedy made a good point about this subject while discussing the voucher plan.

"Why are our friends on other side . . . why aren’t they trying to impose vouchers on the state of California or Nevada or Massachusetts?" Kennedy said. "They want to impose it on the District, which doesn’t have a spokesman here on this issue."

Good idea! Go try meddling with Los Angeles, Las Vegas or Boston schools for a while.
