The preliminary findings from a study by the Department of Education are highly critical of the teacher-quality requirements of No Child Left Behind.
Much of what the article has to say is familiar territory but the essential problem is compactly summarized in just one short phrase from the first paragraph.
…in the end, labeling a teacher “highly qualified” is no guarantee of effectiveness.
