Before a member of Congress is allowed to propose or sponsor a piece of legislation, they should be required to explain it in factual, non-political terms to an average citizen from their district.
The explanation should take less than five minutes, use non-technical, non-legal language, and include a list of negative as well as positive effects.
We could draw the evaluators from the jury pool, except instead of showing up at the courthouse, they wait at home or work for their legislator to call.
If congress critters can’t – or won’t – describe the law in ways that make sense to their constituents, then either they don’t understand it themselves or are hiding something.
I’m not holding my breath for something like this to actually happen.

The [instruction] should take [a normal class period, include a written lesson plan, and be followed by both a critique based on an observation by the classroom teacher, and subsequent assessment of student retention of the lesson].
