To be completely accurate, the full headline is "GOP Abandons Ethics Changes", referring to Republican "leaders" dropping a proposal to "loosen rules governing members’ ethical conduct". The change would have allowed Tom DeLay to keep his Majority Leader position even if he is indicted by the Texas grand jury investigating his campaign finance practices.

Since the "leadership" reversed themselves because of how it would look to voters not because it was the ethical thing to do, I think my version is better.
