With all the talk about amending the constitution to "defend" marriage, I took at look at the amendments that were eventually made part of the document. Several deal with procedural details of electing some part of the government or presidential succession. Several more address the inclusion of groups previously excluded from American political life (blacks, women, 18 year olds). One allows the income tax (boooooo!). I have no idea what number 11 does. It’s interesting that the only amendment dealing with a purely social issue was also the only one eventually repealed.
I believe that the 11th amendment states that the Supreme Court my not oversee lawsuits between a state and citizens of another state or country.
I think it’s actually any federal court. So it sounds like lawsuits against states are handled by the states’ judiciary.
